If the surface above is destroyed or flooded, then for occupants to survive for any length of time, they would need a closed loop, self-sufficient (food, energy water, oxygen) underground environment with adequate waste (solids/gaseous) disposal.
The biggest problem would likely be having too many sociopaths co-existing. This is a recipe for dog-eat-dog and wouldn't end well, particularly for Americans conditioned by a gun-loaded society to tolerate gratuitous violence & mass murder.
The Biosphere 2 experiment failed after around 2 years despite having access to sunlight to photosynthesize the plant food they ate, & supplement its oxygen cycle. Thus, long-term survival is dependent upon access to a healthy, uncontaminated above ground environment, where food & renewable energy could be harvested.
